am Mittwoch, den 29. Juni 2022, findet die Senatswahl statt, bei der der Senat unserer Universität für eine dreijährige Funktionsperiode (1. Oktober 2022 – 30. September 2025) gewählt wird. In diesem Kontext möchten wir Sie herzlich zu einem Forum am Dienstag, 7.6.2022, 17:15, HS 7 (Geiwi-Turm) einladen, bei dem sich die Liste START! vorstellt.
Der Senat ist neben dem Rektorat und dem Universitätsrat eines der drei obersten Leitungsorgane der Universität und dabei das einzige, das direkt von allen Universitätsangehörigen gewählt werden kann. START! ist eine parteiunabhängige, erst vor drei Jahren gegründete Liste von Universitätsprofessor:innen, deren Bezeichnung für die Werte SACHARBEIT, TRANSPARENZ, AUTONOMIE, REPRÄSENTATION und TEAMGEIST steht.
Wir sind 21 Kolleg:innen quer über Fächer und Fakultäten, denen Engagement, Korrektheit und Fairness in der akademischen Selbstverwaltung wichtig sind. Wir bringen Erfahrungen aus vielen Bereichen der Universität ein, mit dem Bestreben nach Pluralität, Dezentralisierung und institutioneller Innovation.
Wie jede Organisation bedarf auch unsere Universität demokratischer Kontrolle und eines ausgewogenen Verhältnisses der verschiedenen Werte, Aufgaben und Interessen, wobei das universitäre Gesamtwohl immer im Vordergrund stehen muss. Ein Senat als „Universitätsparlament“ lebt von der Vielfalt der in ihm vertretenen Interessen und Perspektiven, einer offenen und ernsthaften Diskussion universitärer Anliegen sowie einem wertschätzenden Umgang miteinander.
Um dies zu erreichen, bemühten wir uns in den vergangenen Jahren um direkten Austausch mit den von uns vertretenen Kolleg:innen. Wir veröffentlichten Tätigkeitsberichte auf unserer Website (http://www.uni-innsbruck-start.at) und luden mit online-Foren, einem elektronischen Feedbackformular (http://www.uni-innsbruck-start.at/wp/participate/) sowie einer Mailadresse (start@mail.gmx) zum offenen Austausch und zur Partizipation (http://www.uni-innsbruck-start.at/wp/participate/ ) ein.
Aus diesem Grund veranstalten wir auch am Dienstag, den 7. Juni 2022, um 17.15 Uhr im HS 7, Innrain 52, ein weiteres START!-Austauschforum in Präsenzform.
Gerne stellen wir uns Ihnen als Kandidat:innen vor, beantworten Ihre Fragen zu unserer Tätigkeit und nehmen Ihre Anliegen und Anregungen für die nächste Funktionsperiode entgegen. Wir freuen uns auf einen Austausch mit Ihnen!

In der laufenden Senatsperiode hatten wir maßgeblichen Anteil an der Positionierung des Senats als leitendem Kollegialorgan, das seine Aufgaben im Sinne von „checks and balances“ ernst nimmt. Zur inhaltlichen Arbeit zählten die weitgehend von uns ausgearbeitete Reform der Senatswahlordnung (Einführung der Briefwahl für die Senatswahl 2025), maßgebliche Arbeiten am Satzungsteil „Studienrechtliche Bestimmungen“, unsere schriftlichen Stellungnahmen zum Entwicklungsplan und zum Strategiepapier „Querschnittsthemen“ sowie unsere Tätigkeit in den Arbeitsgruppen des Senats. Mit Blick auf die kommende Senatsperiode stehen wir für
SACHARBEIT
und damit
- die kritische und selbstbewusste Erörterung anfallender Änderungen des Entwicklungs- und Organisationsplans;
- die Wahrung der Zuständigkeitsverteilung zwischen Curriculum-Kommissionen, Senat und Vizerektorat für Lehre und Studierende sowie die gesetzeskonforme Beschränkung der anstehenden Richtlinien des Rektorats zu strukturellen – nicht aber inhaltlichen! – Vorgaben für Curricula;
- die Entbürokratisierung von Berufungsverfahren;
- die Beachtung der Freiheit von Wissenschaft und Lehre sowie ein ausgewogenes Verhältnis zwischen verschiedenen Werten und Aufgaben der Universität, das Vielfalt und nicht Einseitigkeit zum Ziel hat;
- die Verbesserung der bestehenden Governance-Strukturen der Universität.
Viele Angelegenheiten, die für Universitätsprofessor:innen essentiell sind – von bürokratischer Entlastung über akademische Freiheit bis zu einer adäquaten Reisekostenerstattung -, fallen zwar nicht in die Zuständigkeit des Senats, sind uns aber trotzdem wichtig:
Wir erarbeiten daher in der gesamten Kurie der Universitätsprofessor:innen des Senats ein umfassendes Leitbild, das dem künftigen Rektorat zu Beginn seiner Funktionsperiode überreicht werden soll, um auf dieser Grundlage Verbesserungen für Universitätsprofessor:innen gemeinsam diskutieren und ehestmöglich umsetzen zu können.
TRANSPARENZ
Im Sinne des Leitbildes der Universität setzen wir uns für eine transparente, wertschätzende und konstruktiv-kritische Gesprächskultur sowie demokratische und nachvollziehbare Entscheidungsfindungen im Senat ein.
Wir stehen für einen aktiven und engagierten Einsatz von Senatsmitgliedern im Plenum, den Kurien und Arbeitsgruppen des Senats sowie einen über die ganze Funktionsperiode laufenden Austausch mit den von uns vertretenen Kolleg:innen.
Wir stehen für die Einhaltung von rechtlich vorgegebenen Verfahrensabläufen und Zuständigkeiten und wehren uns gegen deren Verlagerung in intransparente, von informellen Interessengruppen gesteuerte Prozesse.
AUTONOMIE
Wir stehen für eine dezentrale Universität und lehnen jegliche Bevormundung, etwa durch Einmischung in die Arbeit der Curriculum-Kommissionen oder Berufungskommissionen, entschieden ab.
Wir sind gegen die Einführung von Berufungsbeauftragten der Rektorin/des Rektors, die die selbständige Arbeit der Berufungskommissionen überwachen sollen.
Wir stehen für Zielvereinbarungen, die vom Respekt für die unterschiedlichen Fachkulturen getragen sind und Forschungsthemen bzw. -formate nicht „von oben“ vorgeben, sondern Raum für Aushandlungsprozesse lassen sowie eine adäquate und faire Ressourcenausstattung gewährleisten, die Gestaltungsfreiheit ermöglicht.
REPRÄSENTATION
Das freie Mandat der Senatsmitglieder ist uns wichtig. Senatsmitglieder sollen sich gleichwohl bewusst sein, dass sie von den Universitätsangehörigen gewählt wurden und diese repräsentieren.
Wir stehen dafür, deren Interessen nach bestem Wissen und Gewissen zu vertreten. In diesem Sinne ist konstruktive Kritik unerlässlich.
Wir haben mit Tätigkeitsberichten auf unserer Homepage und mit der Einrichtung von Austauschforen seit Beginn unserer Tätigkeit vor drei Jahren versucht, Informationen möglichst breit und einfach zugänglich zu machen und möchten das – im Rahmen der durch das Amtsgeheimnis, den Datenschutz sowie das Verbot regulärer Massenmailaussendungen begrenzten Möglichkeiten – auch weiterhin tun.
TEAMGEIST
Es ist uns ein Anliegen, die sachorientierte, themenbezogene Arbeit auch quer durch die Kurien zu fördern. Diskussionen im Senat sollen auf einem demokratischen und kritisch-konstruktiven Ansatz basieren.
Alle Fachvertreter:innen tragen aus ihren jeweiligen Perspektiven zu einem verantwortungsvoll agierenden Senat bei. Freie und offene Kommunikation sowie kritischer Austausch spielen dabei eine wichtige Rolle. Beides ist für START! auch in der internen Zusammenarbeit unerlässlich.
2022 bringt mit den Wahlen aller drei obersten Leitungsorgane der Universität – des Senats, des/der Rektors/in, der Vizerektor:innen und des Universitätsrats – eine substanzielle Weichenstellung für die Entwicklung der Universität in den nächsten Jahren.
Es ist uns ein Anliegen, mit dem künftigen Rektorat und Universitätsrat konstruktiv zusammenzuarbeiten und dabei die Anliegen der von uns Repräsentierten selbstbewusst und sachlich zu vertreten.

Dear colleagues,
The next senate elections are upcoming on June 29th, 2022. Our university’s senate will be re-elected for the next three-year period (Oct. 1, 2022 – Sept. 30, 2025). In this context, we would like to invite you to a forum organised by the senate list START!, to be held on June 7th, 17:15 (HS 7 in the “Geiwi tower”).
Let us explain:
The senate is one of the university’s highest governing bodies, and the only one of these that is directly elected by the members of the university (the other two are the rectorate and the university council). You can find more information about the senate here, on the website of the START! list: http://www.uni-innsbruck-start.at/wp/der-senat/. The undersigned are members of the START! list of professors running for the senate. We hope to convince you to support us by giving your vote to our list. START!, founded three years ago, stands for “Sacharbeit” (content-focussed work), “Transparenz” (transparency), “Autonomie” (autonomy), “Repräsentation” (representation) and “Teamgeist” (team spirit).
We are 21 colleagues from a range of different faculties and departments (see list below). We are dedicated to working for the benefit of the university as a whole and strongly believe in active participation, the rule of law, fair play and transparent processes. Our members bring experience from many fields of expertise to our work towards more diversity, decentralisation and institutional innovation.
Like any other organisation, our university needs democratic monitoring as well as balancing between different values, tasks and interests that benefits the university as a whole. We understand the senate as a “university parliament”, which thrives on the diversity of the represented interests and perspectives, open and serious discussions of university concerns as well as a respectful interaction among its members.
In keeping with this understanding, we set a high value on direct interaction with the colleagues we represent. This has included publishing reports on our activities on our website (http://www.uni-innsbruck-start.at), as well as inviting our colleagues to participate in an (open) exchange of ideas in an online forum, via an electronic feedback form (http://www.uni-innsbruck-start.at/wp/participate/) or via email (start@mail.gmx).
In line with this tradition, we would like to invite you to our START! Forum organised by our list. The forum will be held on June 7th, 17:15 (HS 7 in the “Geiwi tower”), Innrain 52.
We plan to introduce ourselves as candidates of the START! List, answer your questions regarding our activities and take up your concerns and requests for the next term of office. We are looking forward to exchanging ideas with you!

In the current period of the senate, we have played a significant role in positioning the senate as a leading collegiate body that takes its duties seriously, following the principle of “checks and balances”. This is our program for the upcoming period of the senate:
SACHARBEIT (content-focussed work)
which includes
- discussing upcoming changes of the development and organisation regulations (Entwicklungs- und Organisationsplan) in a critical and self-conscious way;
- maintaining the distribution of responsibilities between the committees devising the curricula (Curriculum-Kommissionen), the senate and the vice-rectorate for teaching and students (Vizerektorat für Lehre und Studierende);
- restricting the upcoming guidelines of the rectorate related to structural (not content-based!) specifications for curricula that are consistent with the University Act;
- reducing the bureaucracy of the procedures for the appointment of tenured professors;
- adhering to the freedom of research and teaching as well as a balanced relation between the different values and duties of the university – the overall goal being diversity instead of uniformity;
- improving the existing Governance structures of the university.
A number of issues that are essential for university professors, such as a reduction of the bureaucratic workload, academic freedom, or an adequate compensation for travel expenses, are not part of the senate’s responsibilities. However, we still consider them to be of central importance.
Therefore, the whole status group of professors (Kurie) in the senate is currently working on an overall concept to be handed over to the future rectorate at the beginning of their term of office. This concept serves as the basis for the discussion and implementation of improvements for university professors.
TRANSPARENZ (transparency)
In accordance with the university’s guiding principles, we advocate a transparent, appreciative and constructively critical culture of communication in the senate, as well as democratic and comprehensible ways of decision-making.
What we stand for is the active and dedicated engagement of our senate members in the plenary discussions, the status and the working groups as well as a commitment to keeping up the exchange with the colleagues we represent in the senate.
We also stand for an adherence to the procedures and responsibilities that are provided by law, and we stand up against shifts towards intransparent procedures that are controlled by informal groups with vested interests.
AUTONOMIE (autonomy)
We stand for a decentralised university and reject any kind of paternalism, such as the interference with the work of the committees devising the curricula (Curriculum-Kommissionen) or for the appointment of tenured professors (Berufungskommissionen).
We also reject the introduction of representatives that are appointed by the rector to supervise the independent work of the committees for the appointment of tenured professors (Berufungskommissionen).
We stand for target agreements (Zielvereinbarungen) that are characterised by respect for the different faculty cultures. This implies that they do not impose potential research fields/topics in a top-down fashion but leave room for negotiation processes and guarantee adequate and fair resource endowments that allow for freedom of scope.
REPRÄSENTATION (representation)
We believe in the importance of free mandate. At the same time, members of the senate should be mindful of the fact that they have been elected by the members of the university and are thus representing their interests.
We stand for advocating these interests with greatest care. To this end, we welcome constructive criticism. Since we began our work three years ago, we have endeavoured to give easy access to relevant information by publishing progress reports on our homepage and by organising town hall meetings to facilitate exchange. We intend to continue doing this (within the scope of the limitations set by official secrecy, privacy protection and the ban on regular mass emails).
TEAMGEIST (team spirit)
We believe it is important to foster the work on content issues across the different status groups. Discussions in the senate should be based on a democratic and critically constructive approach.
A senate that acts responsibly is carried by the different perspectives of the representatives of the various status groups. Free and open communication as well as critical exchange are essential to us, and are something we also strive for in our internal cooperation within the START! Group.
The year 2022 will play an important role in setting the course for the university’s development in the upcoming years, as it will see elections of the three highest governing bodies, namely the senate, the rectorate and the university council.
We are dedicated to a constructive cooperation with the future rectorate and university council, to giving our full and focused attention to the issues at hand and to acting as confident representatives of our electorate.
We would like to take this opportunity to ask you to make use of your right to vote in the senate election on June 29th, 2022 (9 am to 5 pm, UNO hall, 1st floor, university main building) – and to lend us your support!
